The real bottleneck isn’t access to data; it’s confidence in reuse
Most public sector organizations can produce answers when asked.
The harder challenge is producing answers that leaders feel confident:

- If a legislative committee or auditor asked how we calculated this number, could we prove the lineage instantly?
If those answers feel uncertain, it’s not a reflection of your team’s capability.
It’s usually a signal that the foundation wasn’t designed for reuse.
The part that makes it usable
Here’s a simple way to turn the idea into action without making it a big initiative.
In your next leadership meeting where data comes up (budget, outcomes, staffing, risk, compliance, or whatever the topic is), listen for one sentence:
“Can we trust this enough to act on it?”
When that moment shows up, don’t jump straight to a bigger report, a new dashboard, or a longer data request.
Instead, take five minutes and do this:
- Name the decision the group is trying to make.
- Name the output the group wants to rely on (a number, a list, a trend, a forecast).
- Write down what would make it trustworthy—in plain terms (timely, consistent, explainable, comparable across programs).
- Hand that definition to the team responsible for the data and ask them to treat it as something worth making repeatable.
That small shift (treating one decision-level output as a reusable asset) is often the cleanest starting point for moving toward a data intelligence approach.
Because it forces the organization to build confidence where it actually matters: at the point of action.
