A practical guide for non-technical leaders to spot avoidable AI costs and start reducing them.
AI initiatives can get expensive for plenty of reasons. Software costs are part of it.
But one cost driver is easy to miss: the repeated work required to find, prepare, approve, and protect the same underlying information every time a new AI use case shows up.
That repeat work is what we mean by the AI Tax. And it’s one of the reasons AI can be hard to scale across programs.
How to spot AI Tax
The AI Tax doesn’t show up as a single budget line. It shows up in scattered time and spend across multiple projects.
It often looks like this:
- A new AI idea comes up, and the first month is spent finding the data, understanding who owns it, and getting access.
- A team creates a “temporary dataset” for a pilot, and it quietly becomes a permanent dependency.
- Another group requests something similar later, and instead of reusing what already exists, they rebuild it because it’s faster than unraveling how the last version was made.
- Security and privacy reviews come late in the process, when the project already has momentum and nobody wants to slow down.
The result isn’t just higher cost. It’s also slower delivery, more risk, and less confidence in the output.
Why it happens
Most organizations aren’t under-resourced because of poor planning. They’re under-resourced because the mission keeps growing while budgets, hiring capacity, and staff time don’t expand at the same rate.
And public sector environments add a few realities that make the AI Tax more likely:
- Information lives across many systems, teams, and vendors for good reasons.
- Access rules exist to protect privacy, compliance, and public trust.
- Legacy platforms often remain critical to daily operations, even when modernization is underway.
- The fastest workaround is often “make a copy,” and copies multiply quickly once a project starts moving.
AI doesn’t create these conditions. It simply puts pressure on them.
A few signs you may be paying the AI Tax
You do not need a perfect data environment to make progress. The point is to spot avoidable repeat work early.
Here are a few signs worth noticing:
1) Every AI project starts at zero – or close to it
If each new initiative requires a fresh round of locating data, approvals, cleaning, and reconciliation, you’re paying the AI Tax.
2) Work gets redone because reuse feels harder than rebuilding
When teams say, “We’ll just rebuild it,” it’s usually not laziness. It’s a signal that earlier work isn’t packaged in a way that others can understand, trust, or safely use.
3) “Temporary” datasets and pipelines become permanent
Pilots often succeed. Then they get adopted. Then they become operational. If the data foundation was never designed to last, costs and risk creep in over time.
4) You have multiple versions of the truth
If different departments produce different answers to what should be the same question, AI won’t resolve that confusion. It tends to surface it more quickly and more publicly.
5) Security and recovery planning shows up late
If teams only ask “How do we protect this?” or “How do we restore it if something breaks?” near the end, you risk building momentum on a foundation that can’t scale responsibly.
Questions leaders can bring to IT
If the sections above feel familiar, you don’t need to walk into IT with a solution. You can walk in with better questions.
Executive leadership
- If we launch one new AI use case this year, what work will we be able to reuse for the second and third?
- What is the single biggest reason our AI efforts would slow down as we scale: access, data quality, security review, or recovery preparedness?
- If we had to pause an AI system tomorrow due to risk, how quickly could we return to normal operations?
- Are we buying point solutions that require one-off data pipelines, or are we reducing future rework by creating shared, reusable building blocks?
Finance / budgeting teams and policy makers
- Where are we paying twice: duplicate integrations, duplicate storage, duplicate contractor work, or duplicate review cycles?
- What would it cost to make one dataset reusable, compared to rebuilding similar work across multiple initiatives over the next year?
Program and policy leaders
- Which services rely on data we don’t control directly (owned by another department or vendor)?
- If eligibility rules, policies, or workflows change mid-year, will the AI system adapt cleanly, or does it require a rebuild?
Procurement and contracting (if involved early)
- Do contracts clearly address data access, portability, auditability, and recovery expectations during incidents?
- If we switch vendors later, do we have a practical path to keep the data usable and recoverable?
These questions do two things: they clarify whether the AI Tax exists, and they help prioritize the most practical place to reduce it.
How to reduce the AI Tax without launching a massive program
This is the part organizations often get wrong: they try to fix everything at once.
A better approach is to pick one or two places where reuse will matter most, then standardize just enough so future projects build on the work instead of restarting it.
Step 1: Choose one “reusable dataset” to stabilize
Pick a dataset that multiple initiatives will touch, such as:
- permitting and inspections
- benefits eligibility and case status
- service requests and work orders
- asset maintenance history
- public records or document repositories
The best choices are high-impact and cross-functional. If more than one program needs it, reuse has real leverage.
Step 2: Define a “minimum reusable standard” (simple, not academic)
You’re not creating a perfect data model. You’re creating a shared foundation others can safely build on.
At minimum, align on:
- Ownership: who is accountable for the dataset (even if IT supports it)
- Access rules: who can use it and under what conditions
- Refresh expectations: how current it needs to be for operational use
- Trust checks: what makes it “good enough” to rely on
- Protection and recovery: how it’s secured, and how it’s restored if something breaks
Step 3: Require reuse, not reinvention
Once the dataset is stabilized, make it the default starting point for new AI efforts. That simple discipline is where the savings come from.
Over time, the benefits compound:
- less duplicated work
- fewer uncontrolled copies
- faster delivery for new initiatives
- more confidence in outputs
- fewer last-minute security surprises
It’s modernization that doesn’t require a rewrite of everything you already run.
